since my lest favorite story encounter was already covered, for this one i piked the one thing i HATE running into as a random encounter. in the wild a repel keeps away anything weaker than your lead pokemon for a given number of steps. while surfing the level range is wider so even with a repel there's a high likelihood of your level 20ish anything being ambushed by a level 30ish Tentacool and not being able to run. you don't generally wanna fight them either because water routes are HEAVILY populated with rival trainers and you don't wanna waste your moves in junk battles.
